She has written several books on the subject of criminal justice practices, juvenile justice reforms, and one entitled “Responding to Cyber Bullying an Action Tool for School Leaders.” She has published many articles and presented countless talks and seminars on privacy and technology, the legal standard for use of force Constitutional criminal procedures, juvenile officer training, cyber investigations, cyber baggage, civil liability of public safety officials, and qualified immunity. |

She began her career at Legal Aid representing abused and neglected children. She then became a prosecutor for the city of Baltimore. As a state prosecutor and a special Assistant U.S. attorney she worked with juvenile offenders, narcotics traffickers, and violent offenders. She also led the electronics and wiretap division that targeted violent gang and terrorist activities. As a prosecutor she provided legal training for state and federal law enforcement agencies. She also wrote and advocated policies and legislation for the Maryland General Assembly. She then changed focus on her career by becoming a professor at Western Illinois University where she serves as the Director of the School of Law Enforcement and Justice Administration (LEJA). In this capacity she oversees the three bachelor of science degrees (Law Enforcement and Justice Administration, Emergency Management and Fire Protection Services) and their Master of Arts Degree in Public Safety Administration. She also teaches law-related courses. She has also conducted several adjunct professorships at the University of Baltimore and Carroll Community College and currently adjuncts for the Illinois Law Enforcement Training and Standards Board Executive Institute, Mobile Training Units and Spoon River College. |
